Rivada Networks supplies broadband voice and data communications solutions based on commercial cellular services backed up by, and integrated with, private deployable broadband interoperable systems, existing public safety LMR and other systems. The Rivada Networks solution uses a deployable CDMA based system, commercial CDMA devices, and airtime from commercial cellular carriers. During normal day-to-day operations, public safety officers can execute missions using voice and high-speed data services from commercial networks. Where such networks have no coverage, Rivada Networks provides extended service coverage ensuring constant operability. During emergencies or other incidents, when commercial networks are unavailable or overloaded, public safety agencies can deploy the Rivada Networks deployable system to the incident scene to provide voice, high-speed data
services, and interoperability with LMR and other systems. Public safety officers can arrive at the incident scene and roam seamlessly onto the private network, thus providing 100% redundancy and guaranteed availability for public safety missions. • Rivada Networks has installed a centralized call routing infrastructure with a Home Location Register (HLR) and a Subscriber Transfer Point (STP) which links to each deployable system. This allows the provision of seamless roaming capabilities between the commercial and private networks. Rivada Networks has entered into roaming agreements with commercial carriers to provide IS-41 call routing links from the carriers HLR to Rivada Networks’ HLR. This infrastructure and these commercial carrier agreements provide the roaming between commercial and private networks which guarantees availability for public safety users.

• Rivada Networks has been licensed by the FCC and approved by the NTIA to provide spectrum for emergency
  deployable systems/cell sites.

• Rivada Networks has entered into spectrum lease arrangements with commercial carriers to provide dedicated
  spectrum for deployable cellular systems to its customers for public safety use.

• Rivada Networks has put together a comprehensive interoperable deployable communications system encompassing cellular, satellite, IP and LMR based technologies. The equipment is primarily Commercial-Off-The- Shelf (COTS), and is sourced from leading vendors. Rivada Networks has architected and engineered call routing and mobility solutions which run over this equipment and allows public safety officials to roam between commercial and private networks. The Rivada Networks solution also enables responders from different agencies to interoperate across one another’s deployable communications packages.

• Rivada Networks solutions have been tested and approved by the Joint Interoperability Test Command (JITC). JITC certification ensures that Rivada Networks’ solutions are secure, operate without performance degradation in a multi-vendor environment, possess exacting levels of resiliency and redundancy to ensure reliability under duress, and offer the unique military features and functionality required for national security. JITC services Department of Defense (DoD) and other federal agencies, allies, coalition partners and commercial vendors. Rivada is the only operator to have a JITC certified deployable cellular/interoperable solution.
